Page 242 This was a regular meeting of the
Employees present were Debbie Gosnell, Don
Gosnell, Teresa Kennedy, Doug Dugger, Stuart Sowell, Jarrod Potter,
Chris Bisbee, Jan Yeager & Amber Thomas. Members of the public meeting were Mayor Purvis called the meeting to order at
6:30 p.m.
By general consent the council approved the
minutes as read.
By general consent the council approved the police and judge’s report as presented. SEE ATTACHMENT. Bob Kirkham moved to pay the bills.
Audrey Purvis seconded and motion carried. The Cross Plains Public Library submitted a
contract between the City of Cross Plains and the Library.
Bob Kirkham moved to approve contract as presented.
Audrey Purvis seconded and motion carried. Peg Terrell moved to appoint Joyce McCoy as the
2009 City Election Judge.
Bob Kirkham seconded and motion carried. Audrey Purvis moved to have a joint election
with the Bob Kirkham moved to begin the preliminary
engineering work on the pivot system for the Wastewater Treatment
Plant. Audrey Purvis
seconded and motion carried. Peg Terrell moved to allow Gosnell along with
the Wastewater employees to research and purchase a generator for
“backup power” for the Wastewater Treatment Plant.
Audrey Purvis seconded and motion carried. Gosnell discussed the City’s Zoning ordinance
and the need for updating.
She advised the council that the Planning Committee had
agreed to serve as the Planning and Zoning Commission if the council
so desired. At that
point Gosnell asked Kerry Mann, Planning Chairman to discuss some of
the zoning needs. Mann
advised the council that the City’s Comprehensive Plan was done in
1980 through 2000. He
acknowledged that the Plan was a good plan but was too long.
He stated that the new plan should be a 10 year plan with a 5
year capital improvement plan.
He commented that the Commission would actually do most of
the work and present to the council for final approval.
He also discussed the need for a Board of Adjusters to settle
variances or arguments.
He suggested that the Board of Adjusters include a council member
and a Planning member as well as local citizens.
Mann asked the council to consider a line item in the yearly
budget for costs that will be incurred by the Planning and Zoning
Board. He advised that
the costs of putting together a new Comprehensive Plan would include
the services of the City’s Consulting Engineers and fees associated
with their services as well as postage for notices to land owners
and other miscellaneous costs.
By general consent the council agreed to look into putting
something in the annual budget.
This item was tabled until a later date.
Peg Terrell moved to change the Planning Committee to the
“Planning and Zoning Commission.
Bob Kirkham seconded and motion carried.
Judy Luter requested that notices be posted in the paper
before the council acted on any item brought before them by the
Commission. The council
explained that both the Planning Commission and the Council would
have to have a public hearing and both would have to be published in
the paper before the council could act on a particular item.
By general consent the council agreed for Gosnell to get prices on a new pickup for the Maintenance Department.
Page 243 Bob Kirkham moved to accept the Peddler’s
Ordinance as presented.
Peg Terrell seconded and motion carried. Discussion was held at length concerning the
animal control issues.
It was noted that the animal control officer has hauled several dogs
the last month and citizens are still allowing their animals to run
at large. It was
discussed that the Animal Control Officer at Peg Terrell moved to increase the rates on the
Community Center from $75.00 per day to $100.00 per day and to
increase the hourly rate from $7.50 per hour to $10.00 per hour with
a two hour minimum. One
half day is increased to $50.00 and a $100.00 deposit and $20 key
deposit is required on all reservations.
Bob Kirkham seconded and motion carried.

session at 7:35 p.m.

9:50 p.m. Peg Terrell
seconded and motion carried. Bob Kirkham moved to adjourn.

Page 244 This was a Public Hearing of the Employees present were Debbie Gosnell. A member of the public meeting with the council
was Kerry Mann. Mary Alice Smith met with the council and went
over the Park Grant with the council.
After discussion Bob Kirkham moved to pass the resolution
authorizing Grantworks to apply for the Jerry Cassle moved to adjourn.
